Like, someone sends and invoice and you ignore it and it’s not through eBay, but rather a direct sale?

If you didn’t receive merchandise or services, you can contest it. Can you give a little more information? Your Paypal account is connected to your credit card and/or bank account, so theoretically they can deduct the funds from your account, but it’s unlikely they will do that unless you initiate the payment. Usually, if you buy something from a merchant, they won’t send the item until you do initiate the funds. If they sent nothing, and you paid nothing, it’s a wash, and there is little Paypal will do. If you want to remove the invoice notation, you can possibly mark it as “sale canceled’, assuming you aren’t trying to commit fraud. Without having more information on your issue, Paypal would probably prefer you pay for any merchandise or services you received, then determine if it merits a refund. If someone just simply sent you an invoice, requesting you pay through Paypal, then Paypal will leave that to your discretion on whether to pay it, or not.
